Senior Regional Technical Officer – Clinical Services

About the role

The Senior Regional Technical Officer – Clinical Services provides technical leadership and clinical oversight for comprehensive HIV and TB services under the EpiC project in Tanzania. The role strengthens quality, coverage, integration and effectiveness of services across police, prisons and public health facilities in the assigned region.

Key responsibilities

• Provide technical oversight to ensure clinical components meet project objectives and national guidelines.
• Supervise and coordinate council activities across all technical areas.
• Identify and address emerging clinical and programmatic challenges with timely guidance.
• Build district capacity in program management, mentorship, CME, and data‑driven decision‑making.
• Deliver technical assistance to health facilities, including startup support, staff training, patient‑flow analysis and adherence improvement.
• Strengthen treatment outcomes across the HIV/TB care continuum, including ART initiation, retention, viral load monitoring and differentiated service delivery.
• Support integration of additional services such as NCD screening and management.

Required profile

• Senior‑level experience in HIV and TB program implementation.
• Proven ability to provide technical mentorship and capacity‑building to health workers.
• Strong knowledge of national HIV/TB guidelines and quality standards.
• Experience working with public health facilities, police and prison health services.
