Digital SBC & RCCE Systems Architect – Youth Engagement Consultant

About the role

The consultant will work closely with UNICEF’s Chief of Social and Behavior Change (SBC) and Chief of Digital Impact and Innovation to design and operationalise a nationally integrated digital SBC/RCCE ecosystem. The role focuses on aligning digital tools with Ministry of Youth (MoY) systems and supporting youth engagement across Tanzania.

Key responsibilities

• Design a unified digital SBC/RCCE ecosystem anchored within the MoY and aligned with national priorities.
• Develop system frameworks, integration models, SOPs, governance structures and coordination mechanisms linking MoY, UNICEF and partners.
• Adapt and customise digital tools such as social listening platforms for the Tanzanian context.
• Establish interoperability and feedback loops between MoY and other sectors.
• Support rollout, integration and sustained use of digital platforms within MoY and selected line ministries.
• Facilitate capacity‑building activities to ensure system adoption and institutional ownership.
• Manage the U‑Report ecosystem (Mainland & Zanzibar) and guide implementation of social listening tools.
• Integrate IoGT and other platforms into a cohesive engagement ecosystem.
• Provide technical support for digital SBC campaigns, especially those targeting youth.

Required profile

• Proven experience in designing and implementing digital systems for public sector or large‑scale development programmes.
• Familiarity with SBC/RCCE concepts and youth engagement strategies.
• Ability to work collaboratively with government ministries, UN agencies and development partners.
• Strong analytical and problem‑solving skills.
