Senior Technical Advisor – Health Systems Strengthening & Demand Planning

About the role

The Senior Technical Advisor (STA) will provide technical and operational leadership for supply‑chain activities that strengthen national demand planning, forecasting and supply planning across HIV/AIDS, TB, MNCH, NTDs and essential medicines in Tanzania.

Key responsibilities

• Lead the development and implementation of national demand creation, forecasting and supply‑planning processes within budget and donor requirements.
• Oversee day‑to‑day technical and operational elements of demand planning and quantification activities.
• Coordinate with Ministry of Health, Pharmaceutical Services Unit, Medical Stores Department and other programmatic teams to ensure compliance with national guidelines and award conditions.
• Mentor MoH staff on pipeline analysis, commodity budgeting and resource planning.
• Manage technical staff assignments, annual work planning and budgeting for demand‑planning activities.
• Contribute to project concept design, monitoring, reporting and knowledge dissemination.

Required profile

• Proven experience solving complex, multi‑factor supply‑chain problems with minimal supervision.
• Strong judgment in selecting methods, techniques and evaluation criteria.
• Ability to network with key internal and external supply‑chain stakeholders.
• Experience providing technical input to national guidelines and normative policies.
