Project Director / Interim CEO for Ferry Terminal Project

About the role

Allied Talent Partners is seeking a senior infrastructure executive to act as Project Director and Interim CEO for a ferry and RoRo terminal company in Zanzibar. The role will institutionalise the company, lead equity‑close and financial‑close readiness, and prepare the project for construction and permanent operations.

Key responsibilities

• Lead the project through bankability, equity close and financial‑close readiness, coordinating construction preparation and transition to operations.
• Within the first 30 days, assess governance, establish the operating model, develop organisational structure, staffing plan and reporting procedures.
• Develop and maintain a Financial Close Readiness Register, Conditions Precedent Tracker, and Risk Register with mitigations.
• Assess Phase 1A technical and concession compliance, define Phase 1B design roadmap, EPC strategy and procurement packaging.
• Coordinate lenders’ technical‑adviser due diligence, grant documentation, and stakeholder engagement with port authorities, engineers and contractors.

Required profile

• Minimum 15 years of experience in infrastructure development, preferably in ports, ferry terminals or maritime projects.
• Strong background in PPP concessions, project finance, lender coordination and EPC procurement.
• Proven ability to lead integrated technical, commercial, governance and operational workstreams at a project‑company level.
• Experience with DFI‑financed projects and East Africa is preferred.
