Construction Operations Manager

About the role

A leading construction company, recruited through Shugulika Africa Limited, is looking for a Construction Operations Manager in Dar es Salaam. The role oversees all ongoing construction projects so they are completed safely, on time, within budget and to the required quality standards, while coordinating multiple sites and integrating technical, financial and procurement teams.

Key responsibilities

• Supervise and support all Project Managers across building, road and warehouse projects.
• Review and approve drawings, project schedules, work programmes and progress reports; review weekly and monthly reports from Project Managers.
• Conduct regular site visits to monitor quality, safety and progress, and identify risks or delays early.
• Coordinate between design, procurement, site execution, consultants, clients and suppliers, and track progress against budget, timelines and resources.
• Plan and allocate manpower, machinery and materials, coordinate with Procurement for timely delivery, and oversee equipment maintenance and logistics.
• Enforce company safety policies and HSE compliance, review QA/QC plans, and conduct audits and spot checks on workmanship and materials.
• Prepare consolidated company-level operations reports, standardise reporting templates and checklists, and implement digital tools such as Fieldwire, MS Project and Excel dashboards.
• Lead and mentor Project Managers, Engineers and Foremen, support recruitment, training and performance reviews, and promote teamwork and accountability.

Required profile

• Bachelor's or Master's degree in Civil Engineering.
• Minimum 8-12 years' experience in construction project management, including at least 3 years in a senior coordination or operations role.
• Proven experience managing multiple medium-to-large projects at once.
• Registration with ERB or an equivalent professional body is an advantage.

Required skills

• Project scheduling, costing, contracts and technical drawings.
• Proficiency in project management software such as MS Project, Excel and Fieldwire.
• Excellent leadership, communication and analytical skills.
