About the role

The Technical Officer – Monitoring, Evaluation, Research & Learning (TO‑MERL) provides field‑level monitoring, evaluation, routine surveillance and learning support for maternal, newborn, child health and malaria services across selected regions of Tanzania and Zanzibar. The role ensures systematic collection, verification, analysis and use of health information system data to strengthen data quality, timely reporting and continuous learning.

Key responsibilities

  • Support implementation of MERL plans, indicators and reporting requirements at regional, council and facility levels.
  • Collect, compile and report routine malaria data through national platforms such as DHIS2, eIDSR, UCS, MSDQI and MPDSR.
  • Conduct data quality checks, verification visits and supportive supervision with Council Health Management Teams.
  • Analyze service delivery and surveillance data to identify trends, gaps and performance issues, supporting data‑driven planning and micro‑stratification.
  • Assist operational or applied research activities, ensure ethical data collection and document implementation learning.
  • Prepare routine MERL reports, data summaries and field updates for digital reporting and visualization platforms.
  • Coordinate with facility, council and regional health teams to build capacity for data collection, reporting and use.
  • Support transition of MERL functions to government systems, assess readiness and track actions for sustainability.

Required profile

  • Bachelor’s degree in Monitoring and Evaluation, Biostatistics, Health Informatics, Data Science, Public Health or a related field.
  • 5‑6 years experience in monitoring, evaluation, routine surveillance or data management for donor‑funded health programs.
  • Hands‑on experience with health information systems such as DHIS2, eIDSR, UCS, MSDQI or MPDSR.
  • Proven ability to conduct data quality assessments, verification visits and supportive supervision.
  • Experience supporting routine data analysis for planning, performance monitoring and decision‑making.
  • Willingness to reside in Kagera, Pwani, Pemba or Unguja and travel regularly within the assigned region.
