Technical Officer – Maternal and Newborn Health

About the role

The Technical Officer – Maternal and Newborn Health (TO‑MNH) provides field‑level technical and implementation support for maternal and newborn health services across Mainland Tanzania and Zanzibar. Working under the Field Team Lead, the role partners with government health authorities to improve service quality, scale up priority interventions, and support transition to sustainable government ownership.

Key responsibilities

• Provide technical support for high‑impact MNH interventions such as antenatal care, emergency obstetric and newborn care, essential newborn care, kangaroo mother care, small and sick newborn care and post‑natal care.
• Strengthen health facilities and regional teams to conduct Maternal and Perinatal Death Surveillance and Response meetings and implement follow‑up actions.
• Support integration of MNH services with malaria, HIV, immunisation and nutrition programmes and improve referral linkages.
• Mentor and supervise health workers, develop trainer pools, and conduct on‑the‑job training using evidence‑based clinical materials.
• Collaborate with Monitoring‑Evaluation‑Learning colleagues to track performance data, ensure data quality and use findings for evidence‑based decision‑making.

Required profile

• Experience working in maternal, newborn or reproductive health programmes in low‑resource settings.
• Demonstrated ability to work closely with government health officials at regional, council and facility levels.
• Strong analytical skills for data review, performance monitoring and reporting.

Required skills

• Clinical expertise in emergency obstetric and newborn care (EmONC) and related protocols.
• Capacity‑building skills: mentorship, supportive supervision and trainer development.
• Data use for quality improvement and performance monitoring.
• Procurement coordination for health commodities within government systems.
