Technical Director, Monitoring, Evaluation, and Learning (MEL)

About the role

The Director, Monitoring, Evaluation and Learning (MEL) will provide strategic and technical leadership for the AFGHS‑Jhpiego project, ensuring robust MEL systems support the delivery and continuous improvement of maternal, newborn, child health and malaria services across Mainland Tanzania and Zanzibar.

Key responsibilities

• Lead the development, implementation and refinement of the project MEL plan, indicators, data systems and performance monitoring processes.
• Oversee routine monitoring, data quality assurance, verification and reporting to generate accurate, timely results.
• Lead the learning agenda, facilitate performance reviews, root‑cause analysis and adaptive management to translate data into actionable program improvements.
• Strengthen government information systems and support the transition of MEL functions into existing national and sub‑national structures.
• Serve as the principal MEL focal point for donors, government and partners, providing clear analysis of performance, risks and lessons.
• Provide leadership, mentorship and capacity building for the MEL team and project staff.

Required profile

• Degree in Monitoring and Evaluation, Biostatistics, Health Informatics, Data Science or related field; master’s preferred.
• Minimum 10 years of progressive experience in MEL, research or performance management, preferably in donor‑funded health programmes.
• At least 5 years in a senior management or leadership role designing and implementing MEL systems for complex projects.
