Senior Technical Officer – Supply Chain & Customs Clearance

About the role

The Senior Technical Officer provides strategic leadership and end‑to‑end oversight of importation, regulatory compliance, customs clearance, logistics and final delivery of donor‑funded health commodities across Tanzania.

Key responsibilities

• Lead importation and customs clearance processes, securing tax and duty exemptions, permits and product registrations.
• Maintain relationships with Ministry of Health, TMDA, TRA, TBS and other authorities to ensure timely approvals.
• Validate shipping and customs documentation for accuracy and regulatory compliance.
• Monitor shipment status, delivery dates, and proactively address delays or risks.
• Coordinate temperature‑sensitive commodity handling and cold‑chain compliance.
• Represent the organization in supply‑chain coordination forums and stakeholder meetings.
• Prepare regular supply‑chain reports, dashboards and management updates for donors and partners.
• Lead continuous process improvements and resolve complex importation and logistics challenges.

Required profile

• Minimum 8 years of progressive experience in health logistics, supply‑chain management, customs clearance or related fields.
• Strong knowledge of Tanzania’s health supply‑chain systems, regulatory environment and donor requirements (USG, PEPFAR, Global Fund).
• Experience supervising junior staff and reporting to senior technical advisors.
• Bachelor’s degree in supply‑chain management, logistics, public health or related field; Master’s preferred.

• Strong data analysis and performance monitoring capabilities.
• Experience with project monitoring systems.
