Procurement Manager (Donor‑Approved Award)

About the role

The Procurement Manager will provide procurement leadership and technical support to Jhpiego Tanzania projects, ensuring that all procurement activities follow Jhpiego policies and are delivered professionally and on time.

Key responsibilities

• Lead the development and implementation of procurement plans and timelines for project delivery.
• Review purchase requests for completeness, clarity and adequacy, and verify item availability.
• Source quotations, negotiate prices, terms, delivery and after‑sale services with vendors.
• Prepare vendor selection documentation and obtain approval from Jhpiego Baltimore.
• Raise Local Purchase Orders (LPOs), track orders, and follow up with vendors to ensure timely delivery.
• Coordinate with user departments to define specifications for goods and services.
• Manage the full procurement cycle: quotation requests, pro‑forma invoices, purchase orders, goods receipt, GRNs and finance submission.
• Maintain procurement tracking sheets in One Jhpiego and keep users informed of order status.
• Maintain an up‑to‑date classified vendor list and ensure timely vendor payments.
• Prepare bid analysis, compile documents for the purchasing committee and assist in setting selection criteria.

Required profile

• Demonstrated ability to provide leadership and mentorship to staff on procurement processes.
• Experience developing and implementing procurement plans in donor‑funded environments.
• Strong knowledge of Jhpiego procurement policies and procedures.
• Excellent analytical, negotiation and vendor‑management skills.
