Procurement and Bidding Officer

About the role

A recruitment firm representing its Tanzania-based client is looking for a competent and experienced Procurement and Bidding Officer in Dar es Salaam. The role covers identifying business opportunities, coordinating tender and quotation submissions, managing procurement processes, overseeing supplier relationships, coordinating logistics and maintaining inventory control. It is a full-time position reporting to the Manager Finance and Administration / CEO.

Key responsibilities

• Monitor government procurement portals, tender boards, newspapers and donor-funded projects; build and track a pipeline of tender opportunities and assess company eligibility.
• Coordinate bid-go/no-go decisions and prepare quotations, proposals and expressions of interest, including administrative, commercial and compliance sections.
• Manage bid submission schedules, deadlines and records, and keep bid archives and lessons learned.
• Plan and execute procurement, obtain vendor quotations, evaluate suppliers, negotiate prices and terms, and prepare purchase orders and requisitions for ICT and Energy projects.
• Maintain a qualified supplier database, evaluate supplier performance and monitor vendor compliance.
• Coordinate transportation, shipment tracking, customs clearance and importation, and ensure timely delivery to project sites.
• Run inventory and asset management, including stock monitoring, periodic stock counts and safeguarding of inventory.
• Support contract administration after project awards and prepare weekly and monthly reports on tenders, bids, procurement, suppliers, inventory and logistics.

Required profile

• Bachelor's degree in Procurement and Supply Chain Management, Business Administration, Commerce, Engineering, ICT, Logistics or a related field.
• Preferably a CPSP (Tanzania), CILT, CIPSE or equivalent procurement or supply chain certification.
• At least five years of experience in procurement, tender management, logistics, supply chain or business development.
• Public sector tender experience in Tanzania is highly desirable; ICT, engineering, energy or construction experience is preferred.
• Open to locals only.
