National Expert – Teacher Continuous Professional Development (TCPD) in Tanzania

About the role

The National Expert will support Tanzania's Ministry of Education, Science and Technology in strengthening continuous professional development for pre‑primary and primary teachers, with a focus on foundational learning (reading, writing and arithmetic).

Key responsibilities

• Conduct a desk review of national education policies and sector strategies.
• Participate in scoping meetings and help draft methodology and timelines.
• Lead field data collection, including interviews, focus‑group discussions and classroom observations.
• Co‑facilitate technical working sessions with MoEST officers, Teacher Training Colleges and the Tanzania Institute of Education.
• Update training contents and co‑develop monitoring and classroom observation tools.
• Integrate gender considerations throughout data collection, analysis and deliverable design.

Required profile

• Advanced degree in Education, specializing in Teacher Continuous Professional Development.
• Minimum 6 years of experience in basic education, capacity‑building programmes and field surveys in Tanzania Mainland.
• Full professional fluency in English and Swahili (written and spoken).
• Tanzanian national or legal resident with a valid work permit.

Required skills

• In‑depth knowledge of foundational learning teaching practices and child‑centred pedagogy.
• Expertise in field data collection methods and gender‑responsive approaches.
• Strong understanding of the competency‑based curriculum and Tanzanian education challenges.
• Proven ability to facilitate workshops and coordinate projects.
