International Expert – Teacher Continuous Professional Development (TCPD) – Tanzania

About the role

Expertise France is seeking an International Expert to support Tanzania’s Ministry of Education, Science and Technology (MoEST) in strengthening continuous professional development (TCPD) for pre‑primary and primary teachers. The assignment focuses on improving foundational learning outcomes (Reading, Writing, Arithmetic) across mainland Tanzania.

Key responsibilities

• Conduct a desk review of national education policy documents and existing TCPD programmes.
• Develop a scope note, methodology and updated timetable after a scoping meeting.
• Facilitate consultations with teachers, master trainers, quality‑assurance officers and other stakeholders.
• Collect and analyse data through classroom observations, focus‑group discussions and key‑informant interviews.
• Benchmark innovative foundational‑learning practices across Africa.
• Co‑facilitate technical working sessions with MoEST, teacher training colleges and the Tanzania Institute of Education.
• Contribute to the review, update and development of TCPD content, tools and validation processes.
• Prepare a comprehensive final report and deliverable package.

Required profile

• Proven experience in teacher training, continuous professional development or educational technical assistance, preferably in African contexts.
• Strong understanding of foundational learning (the 3Rs) in pre‑primary and primary education.
• Ability to work collaboratively with government ministries, training institutions and diverse stakeholder groups.
• Experience integrating gender considerations and disaggregated data into programme design.
