International Consultant – Technical Support for TASAF SBC Strategy

About the role

UNICEF is seeking an international consultant to provide technical assistance for the Tanzania Social Action Fund (TASAF) in designing, operationalising and institutionalising a social and behaviour change (SBC) strategy under the PSSNIII (Imarisha Kaya) programme.

Key responsibilities

• Design an integrated SBC strategy covering nutrition, early childhood development, adolescent development, economic inclusion and social marketing.
• Operationalise and institutionalise the SBC approach within the PSSNIII framework.
• Develop implementation tools, methodologies and workplans to support TASAF activities.
• Provide technical guidance and support for the rollout of SBC interventions, including radio programmes and community‑lead initiatives.
• Collaborate with government ministries, partners and stakeholders to ensure alignment with social protection programmes.

Required profile

• MA degree in communication, anthropology, community psychology, social marketing or related field.
• Minimum 15 years of professional experience in strategic communication, behavioural sciences and advocacy.
• 5–10 years of research experience in strategic communication, including design, implementation and monitoring of national SBC radio programmes.
• Demonstrated leadership in designing SBC radio programmes and community‑lead initiatives in developing‑country contexts, preferably in Africa.
• Fluency in English; experience working with social protection programmes and government MDAs is desirable.
