Consultancy: Costed Implementation Plan for Health Care Technology (Remote)

About the role

UNICEF is seeking an experienced consultant to develop a comprehensive, costed implementation plan for health care technology management in Tanzania. The assignment will support the Ministry of Health and other national bodies in planning, budgeting, and allocating resources for biomedical equipment and related services.

Key responsibilities

• Analyse existing health technology policies and translate them into actionable interventions across all health system levels.
• Develop a detailed costed plan covering equipment procurement, maintenance infrastructure, human resource needs, financing mechanisms, and monitoring frameworks.
• Align the implementation plan with national budgeting cycles, Comprehensive Council Health Plans, and partner investment strategies.
• Provide guidance on roles, accountability, and integration of health technology management within the broader Health Sector Strategic Plan V.
• Produce recommendations for sustainable financing and lifecycle management of health technologies.

Required profile

• Advanced degree in public health, health systems, biomedical engineering, or a related field.
• Proven experience in health technology management, equipment planning, or health sector budgeting, preferably in low‑ and middle‑income countries.
• Strong understanding of health policy, financing mechanisms, and stakeholder coordination.
