Civil Engineer - Cement Plant

About the role

The Management of Tanzania Portland Cement PLC is looking for a competent, results-driven Civil Engineer to join its team in a fast-paced cement manufacturing environment. The engineer provides technical expertise on the design, inspection, maintenance, rehabilitation and execution of civil and structural works across the plant, ensuring the safety, integrity, reliability and longevity of plant infrastructure such as foundations, buildings, roads, drainage systems, scaffolding platforms and structural assets. The position reports to the Maintenance Manager.

Key responsibilities

• Civil and structural maintenance: inspect and assess plant structures (silos, preheater towers, kiln and mill foundations, retaining walls, workshops, warehouses, offices), identify defects and recommend corrective actions, run preventive maintenance programmes and oversee repairs and rehabilitation.
• Project management: plan, coordinate and supervise civil projects, monitor schedules, budgets and quality, review drawings and contractor submissions, and liaise with mechanical, electrical and production departments.
• Construction supervision: supervise contractors and subcontractors, verify work against approved drawings and safety requirements, certify completed work and validate contractor invoices.
• Structural integrity: monitor critical foundations, perform structural analyses where needed and recommend strengthening measures.
• Design and engineering: prepare and review calculations, drawings, BOQs and specifications, support expansion and modification projects, and coordinate with consultants.
• Budget and cost control: prepare annual maintenance and project budgets, monitor expenditure and optimise use of materials, labour and contractors.
• Documentation: keep records of inspections and repairs, write technical and progress reports, and update as-built drawings.
• Health, safety and environmental compliance: follow safety procedures, conduct risk assessments, promote safe practices and take part in safety audits and incident investigations.

Required profile

• Bachelor's degree in Civil Engineering and registration as a Professional Engineer.
• Minimum 5 years of relevant experience in industrial, cement, mining or heavy manufacturing environments.
• Proven experience in civil and structural maintenance in industrial plants, structural inspections and condition assessments.
• Experience supervising contractors and managing civil works during plant shutdowns and capital projects.
• Knowledge of occupational health and safety requirements.

Required skills

• Structural analysis and design knowledge; structural, concrete and steel design principles.
• Proficiency in AutoCAD, Civil 3D, SAP2000, STAAD Pro or similar engineering software.
• Project management, contractor management, budgeting and cost control.
• Technical report writing, effective communication and teamwork.
