Senior Technical Officer – HIV Prevention & Testing (Dar es Salaam)

About the role

The Senior Technical Officer (STO) provides technical leadership for HIV prevention and HIV Testing Services (HTS) under the EpiC project in Tanzania. The role oversees HTS, HIV self‑testing, Social Network Strategy, pre‑exposure prophylaxis, demand creation, and the integration of non‑communicable disease screening within police, prison and public health facilities.

Key responsibilities

• Support technical planning, implementation and monitoring of HIV prevention and testing interventions across assigned regions.
• Contribute to the design and rollout of demand‑creation, HTS, HIVST and PrEP activities in line with national and global guidelines.
• Strengthen staff capacity through on‑the‑job mentorship, guideline dissemination and best‑practice sharing.
• Ensure safety, ethical standards and quality assurance for HTS and laboratory services.
• Coordinate with regional teams to meet financial obligations and achieve first‑95 targets through regular performance reviews and action plans.
• Integrate NCD screening (hypertension, diabetes) into HIV, MNCH and differentiated service delivery models.
• Support routine monitoring, data collection, reporting and data‑quality assessments for HTS, HIV prevention and NCD activities.

Required profile

• Relevant degree (e.g., Public Health, Medicine, Epidemiology) with several years of experience in HIV prevention, testing and service integration.
• Proven experience working with public health facilities and correctional institutions.
• Strong knowledge of national HIV guidelines, HTS standards and NCD screening protocols.
• Demonstrated ability to mentor staff, conduct capacity‑building activities and use data for program improvement.

Required skills

• Technical expertise in HIV testing services, HIV self‑testing, Social Network Strategy and pre‑exposure prophylaxis.
• Experience with demand‑creation strategies and integration of NCD screening (hypertension, diabetes) into health services.
• Competence in monitoring, data collection, reporting and quality‑assurance processes for laboratory testing.
