Senior Technical Advisor – HMIS & Digital Health

About the role

The Senior Technical Advisor (STA) for HMIS & Digital Health provides strategic, technical, and operational leadership to Tanzania’s Ministry of Health and the Prime Minister’s Office – Regional Administration and Local Government. The role focuses on designing, implementing, integrating, and optimizing national digital health and supply‑chain information systems.

Key responsibilities

• Lead the development, enhancement, and integration of national digital platforms such as the Health Information Exchange, Electronic Medical Records, and eLMIS.
• Provide systems support to identify gaps, propose scalable solutions, and ensure interoperability across health information and supply‑chain systems.
• Gather and document system requirements with stakeholders to guide design and improvement of digital health solutions.
• Coordinate with supply‑chain partners to align HMIS initiatives with national health strategies and establish data‑sharing and governance standards.
• Conduct quality assurance for system development, review technical designs, APIs, and database structures, and lead User Acceptance Testing for new modules or upgrades.
• Support the design, testing, piloting, rollout, and technical troubleshooting of digital health solutions.

Required profile

• Demonstrated ability to select appropriate methods and techniques with minimal supervision.
• Experience providing input on national guidelines and normative policies for health information systems.
• Proven track record in leading system integration, interoperability, and data‑quality initiatives.
• Strong coordination skills with multiple health‑sector stakeholders.

Required skills

• Working knowledge of APIs and integration protocols.
• Understanding of database structures and design principles.
• Experience conducting User Acceptance Testing (UAT) for health‑information system modules.
