Senior Regional Technical Officer – Clinical Services

About the role

The Senior Regional Technical Officer – Clinical Services provides technical leadership and clinical oversight for the implementation of comprehensive HIV and TB services under the EpiC project in Tanzania. Based in Lindi, the role strengthens quality, coverage, integration and effectiveness of services across police, prisons and public health facilities.

Key responsibilities

• Provide technical oversight to ensure clinical components align with project objectives and national guidelines.
• Deliver technical support, supervision and coordination of council activities across all technical areas.
• Identify and address emerging clinical and programmatic challenges with timely guidance.
• Build district capacity in program management, technical areas and sustainability.
• Contribute to strategic planning, monitoring, evaluation, capacity building and reporting with district and regional health teams.
• Coordinate technical assistance to health facilities, including startup support, staff training, clinical mentoring, CME, patient flow analysis, adherence improvement and data use.
• Strengthen treatment outcomes across the HIV/TB care continuum, including ART initiation, retention, viral load monitoring and differentiated service delivery.
• Oversee priority clinical areas such as TB prevention, screening, management and integration with HIV services, as well as pediatric and adolescent HIV care.

Required profile

• Senior professional with proven experience in technical leadership and clinical guidance for HIV/TB programs.
• Demonstrated ability to mentor health workers and build capacity at district and facility levels.
• Strong knowledge of national HIV and TB guidelines and quality standards.
• Experience in strategic planning, monitoring and evaluation within health projects.
