HR & Administration Manager – Tanzania

About the role

Liugong East Africa CO., Limited seeks an experienced HR & Administration Manager to lead all human resources and administrative functions in Tanzania while supporting recruitment across Uganda, Rwanda, Burundi and South Sudan.

Key responsibilities

• Manage end‑to‑end recruitment for Tanzania and surrounding markets, developing local hiring channels.
• Design and implement performance appraisal systems, KPIs, promotion and talent‑management frameworks.
• Draft and maintain the Employee Handbook; oversee contracts, attendance, leave approvals and labour dispute resolution.
• Process monthly payroll, ensure statutory deductions (social security & income tax) in line with Tanzanian law and control the HR budget.
• Oversee office procurement, supplies, vehicle leasing and maintenance, and manage visa processing for expatriate Chinese staff.

Required profile

• Bachelor’s degree or higher in Human Resource Management, Business Administration, Law or related field.
• Minimum 5 years of HR and administration experience, preferably in Chinese‑invested or multinational firms with multi‑country East African exposure.
• Strong knowledge of Tanzanian labour law, social security, income tax and visa regulations; familiarity with regional labour laws.
• Fluent English; Chinese language skills are a strong advantage.
• Tanzanian nationality or legal right to work in Tanzania.
