Senior Programs Finance Officer

About the role

World Vision is seeking a Senior Programs Finance Officer to lead budgeting, financial reporting, and cash management for its programs in Kagera. The role ensures compliance with World Vision policies, donor requirements, and local regulations while supporting field staff and partners.

Key responsibilities

• Coordinate and consolidate budget preparations, review, and timely submission, ensuring alignment with approved budgets and donor terms.
• Conduct financial capacity‑building assessments and deliver training to field staff, partners, and sub‑grantees.
• Prepare, review, and submit accurate financial reports at program level, including monthly FFT reviews and variance explanations.
• Manage cash flow, perform monthly bank reconciliations, and maintain low cash balances while ensuring timely payments.
• Lead audit activities, respond to auditor observations, develop action plans, and monitor implementation of audit recommendations.
• Assess partners’ financial capacity, conduct monitoring visits, and oversee funding and advance retirements.
• Provide technical support for fleet management, procurement, payroll compliance, and staff performance appraisals.
• Maintain balance‑sheet items, staff advances, fixed‑asset registers, and inventory reconciliations.

Required profile

• Bachelor’s degree in Accountancy or a related field (minimum qualification).
• 2–4 years of relevant finance experience; preferred MBA, ACCA, or CPA.
• Strong planning, organizational, and supervisory abilities.
• Ability to build effective working relationships across all staff levels.

Required skills

• Advanced Excel proficiency.
• Proficient use of Microsoft Word.
• Experience with Sun‑systems financial software.
