Individual Consultant – Market Assessment for Green Livelihoods

About the role
The International Organization for Migration (IOM) seeks an experienced consultant to lead a market assessment that will identify viable green livelihood opportunities in Kigoma Region, Tanzania. The assessment will inform the design and implementation of livelihood interventions under the RE2CLID project.
Key responsibilities
- Conduct a comprehensive market assessment to identify and prioritize green livelihood opportunities, including climate‑smart agriculture, renewable energy, waste management and circular economy initiatives.
- Analyse market demand, business viability, employment potential and barriers to entry, and produce practical, evidence‑based recommendations for project implementation.
- Engage with IOM staff, government authorities, private‑sector actors, financial service providers, training institutions and community stakeholders to gather data and validate findings.
- Prepare and deliver all required reports, tools and outputs within the established timeline.
Required profile
- Advanced university degree (Master’s or equivalent) in Economics, Development Studies, Agricultural Economics, Environmental Management or a related field, or a first‑level degree with substantial relevant experience.
- At least ten years of professional experience in market assessments, livelihood programming, value‑chain development or private‑sector development, preferably in humanitarian or climate‑resilience contexts.
- Demonstrated experience applying methodologies such as Market Systems Development, Emergency Market Mapping, Participatory Market Chain Approach or Making Markets Work for the Poor.
- Proficiency in English and Swahili (written and spoken).
Required skills
- Strong knowledge of market systems development, livelihood analysis, labour‑market assessment and value‑chain analysis.
- Excellent qualitative and quantitative research, data analysis and report‑writing abilities.
- Ability to design and use assessment tools such as interview guides, focus‑group protocols, questionnaires and market observation checklists.
- Effective stakeholder engagement, facilitation and coordination skills.
- Analytical and problem‑solving capabilities with attention to detail.
