Senior Technical Officer – Systems Developer

About the role

The Senior Technical Officer (STO), Systems Developer leads the design, development, integration, and maintenance of electronic supply chain management information systems that support health commodity logistics in Tanzania. Reporting to the Senior Technical Advisor, HMIS & Digital Health, the incumbent works closely with the Ministry of Health, implementing partners, and program teams to deliver innovative digital solutions.

Key responsibilities

• Design, develop, customize, test, deploy and continuously improve supply chain management information systems.
• Oversee application and database performance, security, and availability through troubleshooting, debugging, upgrades, and optimization.
• Support data quality, reporting processes, and system functionality to enable evidence‑based decision‑making.
• Collaborate with stakeholders to gather requirements and implement effective digital solutions.
• Manage system integrations with national digital health platforms such as eLMIS, HIE, HDU, EMRs, ZanEMR, GoTHOMIS, UCS, and DHIS2.
• Ensure compliance with U.S. Department of State, FHI 360, and Tanzanian government standards.

Required profile

• Proven experience in software development and database programming for health or logistics systems.
• Strong understanding of API development, system integration, and digital health technologies.
• Ability to work with limited supervision and collaborate with government and partner teams.
• Commitment to delivering secure, well‑documented, and scalable applications.
