Senior Technical Advisor – Workforce Optimization

About the role

The Senior Technical Advisor (STA) for Workforce Optimization will provide technical leadership and support for health supply chain workforce development in Tanzania. Working closely with the Ministry of Health, PO‑RALG, MSD and other key partners, the STA will ensure that capacity‑building activities are well‑planned, coordinated and effectively implemented to strengthen supply‑chain competencies.

Key responsibilities

• Lead the design, adaptation and implementation of health‑supply‑chain e‑learning modules and oversee their quality.
• Coordinate capacity‑building activities, convene stakeholders, monitor progress and address implementation obstacles.
• Develop and update e‑learning content using authoring tools, and build stakeholder capacity to use the platforms.
• Monitor utilization and performance of e‑learning modules, evaluate reach and effectiveness, and recommend updates.
• Provide technical guidance on supply‑chain improvement strategies, contribute to budgeting for workforce‑optimization activities and ensure all training materials are current and accessible.

Required profile

• Master’s degree in pharmacy, health supply‑chain management or a related health field.
• 6–8 years of progressive experience in health‑supply‑chain workforce development, competency‑based training and e‑learning implementation.
• Registered and licensed with the appropriate professional regulatory body in Tanzania, where applicable.
• Proven experience managing project workplans, budgets and donor reporting.

Required skills

• Strong knowledge of e‑learning systems and platforms (e.g., Moodle).
• Proficiency with Articulate 360 or comparable e‑learning authoring tools.
• Experience developing multimedia and script‑based learning content.
• Advanced use of Microsoft Office 365, SharePoint, and collaboration tools such as Teams, Zoom or Skype.
