Senior Regional Technical Officer, Clinical Services - Mtwara

About the role

The Senior Regional Technical Officer – Clinical Services will lead the implementation of comprehensive HIV and TB services across police, prisons and public health facilities in the Mtwara region. The role provides clinical mentorship, technical oversight and data‑driven guidance to improve service quality, patient outcomes and program targets.

Key responsibilities

• Provide technical oversight to ensure clinical components align with project objectives and national guidelines.
• Mentor and supervise health‑facility staff, delivering trainings, Continuous Medical Education and on‑site coaching.
• Support integration of HIV/TB services with NCD screening and management.
• Conduct capacity‑building activities, including staff trainings, patient‑flow analysis and adherence improvement.
• Analyze routine program and clinical data to identify performance gaps and implement quality‑improvement strategies.
• Facilitate technical review meetings, case discussions and documentation of best practices.
• Collaborate with district health teams (R/CHMT) and other stakeholders to strengthen program sustainability.
• Provide input for the development or revision of national guidelines, SOPs and job aids.

Required profile

• Medical degree with national registration; Master’s in Public Health is an advantage.
• Minimum 6 years experience in HIV/TB clinical services, preferably in donor‑funded programs.
• Proven experience in clinical mentorship, supportive supervision and quality improvement.
• Experience working with MOH, R/CHMT, health facilities and implementing partners.
• Demonstrated ability to use data for performance monitoring and evidence‑based decision‑making.
• Fluency in English and Kiswahili.

• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Strong data analysis and reporting skills.
